Every level upgrade performed in the R&D department requires a specific development fee. In addition, there is a setup time for each new level. Furthermore, with each upgraded level, a new R&D slot is added to your current R&D slot for free. In the R&D Department that reaches Level 3, 4 R&D projects can be started simultaneously at no cost.
