The R&D times of some products in the system reach a fixed value after a certain stage. At this point, the fixed R&D time that kicks in is calculated independently from the 50% R&D speed boost provided by Legend level 1, and each product has its own unique stabilization threshold. While regular players hit this minimum time limit at lower qualities and pretty quickly, Legend players reach the same time limit at much higher qualities thanks to their multiplier advantage.
Example in the image (LED Monitor):
Regular Player: Already hits the minimum time limit of 1 day 12 hours at just quality 30, and after this point, even if they increase the quality, they can't reduce the time any further.
Legend Player: Can keep increasing quality without hitting the time limit, and only at quality 60 reaches the same time limit (1 day 12 hours).
Result: Legend players get the chance to produce at twice the quality while spending the same amount of time as regular players. This creates a seriously big time and efficiency advantage for high-level players.
